Trump’s Vision: A Regionally-Led Security Plan for Ukraine

President Donald Trump is advancing a vision for Ukraine’s security that is fundamentally regional, insisting that European powers must take the primary role. This new approach was recently discussed with Russian President Vladimir Putin.

Trump first outlined this regionally-focused plan to Ukrainian President Volodymyr Zelensky and European leaders on August 18. This meeting was crucial for establishing the new expectations before they were communicated to Moscow.

At the heart of Trump’s vision is the principle that “significant security guarantees” for Ukraine should originate from within Europe. He has specified that the United States will transition to a “backup” capacity, ready to support the European-led initiatives.

This push for regional ownership of security is part of a broader dialogue with Russia. Trump revealed that his conversations with Putin also include the long-term strategic objective of reducing their nuclear arsenals, a topic that was on the table during an August 15 meeting in Alaska.
