Vietnam Pursues Japan’s Assistance to Boost Economic Growth through Tech Advancements

Vietnam is seeking to bolster its collaboration with Japan in key areas of strategic technology, such as semiconductors, artificial intelligence (AI), and renewable energy. This call for enhanced cooperation was made during a meeting on September 3, which involved Vietnamese officials from the science and technology sector and a delegation from Japan’s House of Representatives. The discussions revolved around advancing semiconductor research, AI, energy technologies, and the training of skilled personnel, with an emphasis on fostering closer ties between businesses in these crucial sectors.

Both nations are currently engaged in the NEXUS joint research program, focusing on co-funding initiatives related to semiconductor research. This collaboration encompasses chip design, advanced materials, supporting technologies, and manufacturing processes. Vietnam and Japan aim to broaden this partnership further by 2027. Additionally, Vietnam is keen on obtaining Japan’s support to enhance its sovereign AI capabilities, including developing large language models in Vietnamese. To facilitate technology transfer and strengthen business connections within the semiconductor industry, a joint working group from Vietnam and Japan is scheduled to convene in October.

Vietnam has proposed to transform the NEXUS program into an annual cooperative framework, with plans to extend research areas to include AI, new materials, renewable energy, and biomedicine. The country is also urging for stronger business collaborations and increased training opportunities for highly skilled engineers and experts in the field of strategic technology. This initiative reflects Vietnam’s commitment to expanding its technological infrastructure and expertise.

Japan has shown interest in Vietnam’s strategies for semiconductor development, labor policies, and long-term energy planning, which includes an expansion of nuclear power. Vietnam is pursuing a diversified energy strategy that integrates conventional energy sources, renewables, and nuclear power, with ongoing research into small modular reactors. This energy transition, Vietnam acknowledges, will require substantial investments and a workforce with advanced skills, underscoring the importance of Japan’s partnership in building the necessary energy infrastructure to support Vietnam’s burgeoning high-tech industries.
